why aren’t there yearly driving tests people have to take & pass?

Currently live in AZ and there’s a bunch of crazy drivers. Wondering how people pass their driver’s test. Some people should not be driving. Sorry for the rant everyone.

People haven't voted to allow it. It would be a pretty massive cost too to hire enough driving test employees to retest everyone. Our local DMV is months behind on just new drivers. They'd need to hire many, many times as many driving test people
